the US, and it is getting better every day.  EVERY broadcast station  
should use the best NOAA station available.

But NOAA WX radio is run by government dumbasses.  "Perfect Paul" is not
perfect when it comes to pronouncing city and county names.  Beyond the
initial warning, there is often no follow-up for things such as tornados.
And the NOAA people don't seem to care about EAS.  I got 15 RWTs within
about 5-minutes one day because the NOAA people don't know what they are
doing.
