I'm not "ignoring" the rules.  I'm just choosing not to forward tests as
long at the Commission chooses to ignore the problems with the system itself
and the NWS.  I've been complaining about and documenting these screw-ups
since 1997.  It does no good whatsoever.

> Why not just become a non-participating station?  No more SENDING  
tests, just log the ones that come in, and set the system to take the  
station off the air when there is a National Emergency?

I don't believe there is such an option with EAS, as there was with EBS.
