[BC] EAS box placement

I don't think that ignoring the rules is a good idea.  That can get  
you fined, especially since EAS and tower fences seem to be all the  
FCC cares about these days.

Why not just become a non-participating station?  No more SENDING  
tests, just log the ones that come in, and set the system to take the  
station off the air when there is a National Emergency?
