When a suspicious object is encountered, to err
on the side of caution and safety prevails. One
cannot reasonably expect every officer to be
qualified to instantly properly identify every
object he/she comes in contact with.

We have seen innocent looking people and devices
used as weapons. Children are used to conceal
contraband. If I came across a container of liquid
that wasn't supposed to be there, I would assume
it was harmful. I'm not defending Law Enforcement
run amok. What I am saying is that the device in
question resembled that which is known to be harmful.
A pipe bomb. Speaking as one who grew up in an
inner city, I would likewise be suspicious. If I were
to make a device of a hurtful nature I would want
to disguise it as something innocent.

A garage door opener can do other things than open
a garage door. A TV remote can do other things than
turn on the TV, etc.
