No, the equipment doesn't have to be located at the "Main" Studio.
It is just that when the FCC Inspector comes in, you need to be able
to ORIGINATE an EAS Test from the main studio, or more specifically,
you need to be able to originate an EAS MESSAGE from the "Main" studio.

It doesn't matter if the EAS equipment is at the transmitter, the
real studio, or in some completely unrelated city, where the
corporate offices are located.  You just need to be able to send the
codes, open a mic, and make the announcement, then send the EOM data.

The way I read the rules, you can have a mega studio complex
somewhere, with all the origination equipment located there.  You can
feed the NOAA radio, plus your primary and secondary monitoring
assignments to that location, have all the EAS equipment there, and
have things operate automatically there, or RWTs by intervention at
the mega studio, or at the "Main" studio.

The important thing is that anyone at the "Main" studio must be able
to trigger that remote equipment from the "Main" studio, and go on
the air from there.

Of course, for a mostly computer generated music format, having the
ability to go on the air from a cell phone, and use that cell phone
to make the EAS work isn't a bad thing (if secure), it just isn't
required.
