Every station I've ever worked at, the Chief Operator was an employee. And
actually, they were full time.. but that was just by virtue of the rest of
their job.

I was the Chief Operator for a Directional AM because I was the only
employee ever on the premises everyday and was also the Chief Operator for a
Non Directional AM.

At one station I worked at, the Chief Operator for the 4 tower Am was
actually the Chief Engineer, because he was full time there, in addition to
the Engineering duties he held, he was the Morning show host.
