[BC] Minimum staffing

The CO and the FT person are two different titles which CAN be held by the 
same person, but doing so is not a requirement.

DA and AM's more than 10K period must have an employee as the CO.  But the 
employee need not be full time.

The CO no longer needs to be technically competent.
