ISTR, unless it has changed, that the chief operator of a directional AM
*must* be an employee (albeit not a full time one)...rather than a
contractor.  Wasn't there also a similar requirement for stations that ran
over a certain power level (10 kW)?  

I bet there are some DCOs (designated chief operators) of directional AMs
that are either contractors or, as employees, couldn't tell the difference
between a FIM-41 and a Potomac phase monitor.  I don't think this
requirement ever got on the FCC's compliance checklist.
