As I mentioned in another post of a minute ago, I believe a "satellite
station" is one that has a main studio waiver. It would be nice if the
rules defined this.

I think the current rule wording that appears to prohibit AM/FM simulcast
simultaneous ID came about when, for a few years, AM/FM simulcasts were
prohibited. When the rules were changed back, this one wasn't. Note the
specific authorization for simultaneous ID for AM/AM simulcasts. At some
time, I'll dig up old rule wording.
