This would probably fall under satellite stations.  Since the 
"satellite" shares the COL, there's definitely some grayish area here.  
The practice probably dates from when the AM and FM shared call letters...

KWPM AM & FM, West Plains, Missouri (which I saw change hands not too 
long ago...) "Keep West Plains Moving"

(We lived out on Lebo Route for a couple of years when I was a kid...)
