Um...
Are you causing or receiving interference from the ducting?  If it's 
receiving - then nope; you want maximum wattage - putting the antenna 
higher could even exacerbate the problem, though, if you're causing it.
As far as building penetration; many many factors - construction 
methods, insulation (if any), etc.  to yield a ballpark dBW figure.   
Again, though, the rule of thumb (I've met Mr. Thumb, BTW... at least 
his grandkid) is Tim Allen's:  MORE POWER!
