This is not a "stupid question" at all. One of the problems of
modeling is "readjustment" to the real world which is typically
done by changing the tower height in the model which is why the
FCC wrote this part of the rules the way they did. This was
one of the contraversial areas of the comments, but like Ron
Rackley said at the NAB modeling seminar last November, it
really doesn't make that much difference because the phases
and ratios will still be correct.
Another way of looking at this is: Ratios count. Base currents
don't matter. But some still cling to them anyway.
Some of the things that we discount in the real world can have
more significant effect on a model, such as "stray" inductance
at the tower base and capacity around it.
We have to get those right to have good model agreement with
the real world. This is why trying to design strictly from the
model is a very good way to step into a whole lot of trouble.
