Though less expensive than in the past, bandwidth is still not free. I
doubt anyone could afford to really sell unlimited usage. I guess, though,
that since the pipe does not handle an unlimited data rate, they could
just charge for the maximum number of bits you could shove down the pipe
in a month.
Telephone companies pay per minute charges to the carrier that terminates
the call to the number being called. It's interesting when the person
making the call has "flat rate" service and these charges exceed what the
flat rate payer pays in a month. Through a billing mess up years ago, I
got to see these charges. They were several times my monthly bill because
the local telco had to pay another local telco where the ISP modems were
located. That sort of arrangement could clearly not continue.
