That's the logic that I recall. You could not transmit anything
on a broadcast channel that was not intended for the public.

Even voice queues were subject to scrutiny. On a ballpark
remote, you could not say; "We'll be returning to the studio
for the local news at the hour..."  because this could
be construed to be a private message for whoever was
on the board at the studio. Of course you could say;
"...and now the news...," catching the semi-awake
announcer with his pants down! FCC enforcers
used to tape shows to catch little violations like
that!

Modern radio and TV has gotten so liberal nowadays
that its hard to imagine how it used to be.
