I could very well be wrong, but AFAIK, that's a major change and needs to
wait for a filing window.  And assuming you're changing transmitter location
too it would mean meeting spacing requirements.

Yes...but it would likely be a major change and would need to wait for a
filing window.

If you're talking FM channels, from what I recall, a change of a channel or
two either side of the present channel, provided it meets spacing
requirements can be done as a minor change and you need not wait for a
filing window.  And that's if you're not moving the transmitter site.
