If called they would most likely investigate. But it would normally be 
up to the local investigator to have called at the time. I dealt with a 
arson fire at WSOS. While the State and County investigators where just 
starting to investigate the scene I let them know that the fire could be 
considered as a federal case. They made a phone call and about 1 hour 
later an Arson Task force from ATF started arriving on the scene. By the 
next morning there were about 15 investigators Federal, State, and Local 
crawling through the site.

Note: Arson on the federal level is investigated by ATF.
