The FCC didn't. I was working the 6 to midnight shift at KDES at the time,
and when I got up in the morning and drove to the store, I wondered why the
music format was different. Then I heard the news. There was no FCC
edict. It was just something that stations did back then. I doubt that it
would be the same today. For one thing, stations had record libraries back
then. Secondly, it seems that people are much less respectful now.
