[BC] RCA phono plugs - How far back?

Do ALL of the tubes filaments light? Bad band switch? Loose connection on a 
coil? Weak oscillator tube? (Works on the BC band, but not SW due to too-low 
gain.) How about the power supply? Is it delivering full output voltage? 

Those would be my first lines of attack.
