[BC] SX-1 and NRSC issues...

I just went through this with a 10 year old rig.  The 10.2 kHz slopes 
were grungy and there was stuff all over the band.  The CE and I 
replaced all the caps and anything else that was blue.  This didn't 
solve a thing.  We had previously checked all the fuses and they were 
all good.  Finally, we noticed four cartridge type fuses buried in 
the right side (from the front) that we hadn't noticed before.  These 
fuses are in the PDM filter circuit.  One of them was 
open.  Replacing it solved the problem.  That was last year.  This 
year's proof showed the transmitter to be a model of what a proof 
spectrograph should look like.
