[BC] AM Stations cranking it up on Football Night

Gentlemen,
     I have a situation here where my competitor in the past has NOT followed FCC rules on Friday Nights during high school football games. This past friday night, the station did follow the rules according to thier license, in fear of Powell Way turning them into the FCC. Over the weekend, they have had some of thier staff and friends making harrassing calls to me, nasty emails to me, my staff.  At this time, we are ignoring them.
    The station is on 1010, and I made it clear on another radio site that the reason they have to drop thier power is because of interference they can cause to WINS-AM and CFRB-AM. They are licensed for 47 watts at night. This station is a Class "D" station.
     I have a feeling this coming Friday Night they will crank it up to 1 KW for the ballgame. They have been known to go up to thier day power, 5 KW during a friday night football game, according to field strength readings that have been recorded on them in the past by my engineer.
     I ask the group, if this starts happening, should I contact the Tennessee Association of Broadcasters or just get the engineer of WINS or CFRB to file a complaint against them. They say it's none of my business what they do on thier channel, but when we broadcast the same game and follow the rules, is it right?
     In High School Football, there are rules the players must follow. If we are to set good examples for our teens, I feel we must follow the FCC's rules in radio.
     I want to say thanks to Powell Way, as he warned one of thier station staff members that if they cranked it up, he would report it to the Enforcement Office in Atlanta.
