Same as in all other states, I expect.
The CA business and professions codes are particularly strict with
derivative terms.
You could, theoretically, call yourself a "consulting IT" guy as IT
is not a licensed field, but should you call yourself a "consulting
IE" guy, you would be in big trouble, as industrial engineering IS a
licensed field.
Here, we usually use the term "PE-Electrical" or "PE-Structural" or
"PE-Petroleum" or terms of that type, and then append the license
number.
Perhaps 40 years ago, you could obtain a CA PE on a "grandfathered"
basis, but no more.
Reciprocity is OK, too, with some exceptions.
But, for broadcast, it is the FCC which is regulating agency, and
they want: 1) registration in _some_ state or other U.S.
jurisdiction, and 2) one's qualifications to be a "matter of record"
before the Commission.
One could, I expect, satisfy the "matter of record" qualification,
and be OK with the feds, yet be in hot water with the state in which
one is doing the design, unless one is also the owner-operator (i.e.,
the licensee) of the station in question.
One owner-operator once I knew, since deceased, did his own DA design
by copying and adapting an existing design of another station, and it
was accepted.
