[BC] Transmitter Safety

Working on the FM40K at WPAY, I would lock the safety switch off, and place 
the key in my pocket and feel for the key in my pocket when opening the 
cabinet. Of course those TXs still had 120 single phase live in them if one 
forgot that OTHER feed. It supplied the PA bias among other things. I was 
there when another engineer forgot the 120 supply and got bit by the bias. 
I learned some language. The 120 supply should have been off the three 
phase in some manner, preferably a transformer.

I had my head in one of the cavities when lightning hit nearby. I learned a 
new level of prayer of supplication and holy gratitude on the spot.
