[BC] Transmitter Safety

Nothing was ON when I started. Furthermore there
were not any "breakers," instead dedicated fuse-boxes
with handles on the outside, clearly marked ON/OFF.

It was when this box magically turned itself ON, that
all the disabled relays in the transmitter turned on
the HV.
