[BC] FM allotment finder

There used to be a much better free allotment finder at www.recnet.com.

It plotted mileage separations curves on a map, so you could easily see where
a channel could fit, did all classes of stations, etc. You could output the
mileage table as a text file (to edit and paste into your rulemaking
petition). It was dead accurate.

You could put coordinates in as DMS or decimal-or use a tower site for your
reference. Database was FCC-updated every week.

Alas, Rich Eyre took it off a couple of years ago.

Theyte's still lots of cool stuff at his site though.
