[BC] FM allotment finder

Not quite!

I tried to find some FM allocation space using Google Earth for coordinates.
There doesn't seem to be anything available after many samples East
of the Missouri River! To determine if anything works, I did find 
about 6 available
on the Colorado, New Mexico border, about 80 miles from the nearest village.

I doubt there are going to be many applications filed as a result of this
"tool."
