[BC] XP SP3

XP SP3 is now available.  Contrary to previous reports, you don't need SP1
and SP2 installed before you can install SP3.

Considering the initial problems that were encountered with SP2, I think
I'll wait a while for the biggest bugs to be squashed before installing
SP3.

And it's pretty sad that Microsoft is already working on a rushed
replacement for Vista, considering that a previous new generation of
Windows which was years in development (Longhorn) was scrapped in order to
rush out Vista.  But at least they're admitting defeat and starting from
scratch, rather than trying to improve an Edsel-like dud.
