[BC] Program transmission suggestions

Hello:

We have a 6 kW station in Freeport, Illinois on 89.1 that rebroadcasts audio 
from our main station on 89.5 by using a relay receiver. This is a tough 
situation to maintain as you can imagine given that the frequencies are so clos
e.

I'm looking for means to feed this station its stereo audio over landline. 
One choice is a  T-1 line and Intraplex type device. Another would be an 
Internet based solution with a Tieline or similar TCP/IP device. We can get a D
SL at 
the site, no problem. A cable modem would be tough, if not impossible. 

So how would you feed this station its program audio so the 89.5 Relay 
Receiver can be avoided and deep-sixed? I would like to avoid the T-1 if possib
le in 
favor of a more cost effective solution, if there is one. 

Whatever we come up with, it must be reliable, as in damned few if any 
dropouts. I would rather have a long term outage once every few months as oppos
ed to 
ANY dropouts. I can use the relay receiver system to get on the air if the 
landline fails.
