[BC] faking out the competition

It's well known here that Shadow Traffic will plant reports of collisions 
on the expressways to see who is pirating their reports.  I recall at least 
one cease and desist letter going out a number of years ago to a station 
which essentially repeated the reports verbatim a few minutes later on 
another of their stations which wasn't paying for the service.

Also, Howard Stern's people were famous for getting on the air at various 
places and plugging Stern's show.  This is but one reason 30 second  delays 
are more common than 10 second delays....
