[BC] Three-site operation

There WAS a three parameter APPLICATION, but not a three parameter C.P.

The original consultant was replaced (fired ?) and the only  
applications or C.P.s or licenses of interest are:

1) the present, and licensed DA-1 site, and

2a) the application day-only site (which has already been modified by  
the new consultant to incorporate implicit CH protection of the  
CJBC), and

2b) the application night site (which is already licensed as DA-1,  
and for which night operation is being requested, most probably with  
backup day operation as an option).

The original day application was for three 225 degree towers in  
another location.

But, this had to have a CH option as we all know how POORLY 225  
degree towers perform for high-powered stations which expect to  
maximize their groundwave.
