Almost NO ONE receives service from a utility's transmission system.

500 kV is used for inter-city transmission, with possibly 50 or 100  
or more miles between stations.

Transmission is generally considered to be above 69 kV, with the most  
popular voltages being 115, 138, 230 and 500 kV.

Sub-transmission is generally considered to be above 11 kV to 69 kV,  
but only in special cases would a client be served from the sub- 
transmission system, and even then, only for loads of 1 MW (1,000  
KVA) and above.

The costs of converting 500 kV to a usable voltage, say, 11 kV are so  
high that the utility would just as soon run 20 or 50 miles, or more,  
of the lower voltage, at customer expense, of course, than it would  
be to convert the higher voltage just for one customer.

As an example, in my immediate area there are two 750 MW plants.  
These have two 500 kV lines exiting the site. One goes over the Santa  
Cruz Mountains to San Jose, this state's third largest city, and the  
tenth largest city in this entire nation. The other goes to San Luis  
Station, where its power enters the Pacific Intertie system.

No power from that station goes to any of the four surrounding  
counties, except that which may come back from San Jose over 115 kV  
lines.
