I might guess the person espousing this, wants the applied-for title 
and reference on the resume, ONLY to make it easier to place same in 
the public file. Although citing it as an FCC Requirement is really 
stretching things. Yes, a licensees' hiring practice are open to 
scrutiny (woman, minority, how each position is recruited for, etc).
