[BC] Harris 50 om coax jumpers

Does anyone know why Harris uses some sort of 50 ohm cable with what looks like shrink tubing over the outer jacket as jumper cables in the HT series transmitters?  If it's just off the shelf RG-213, why the extra jacket?
