Because the power supply filter caps inside these things are always too
small, you still get 120Hz flicker, just not as much. The easiest way to tell is if
you still have a turntable with the "strobe" rings. If the "dots" are clearly
defined under the florescent lamp being tested, you have a fairly strong
flicker. If they are "smooth" then there is less flickering. If they are
completely indistinguishable, then it's using a properly filtered supply, and running
at a very high (non-visible) frequency.
