Volts and no current means an open between the sample and the final.  
Double check all connections to the tube.  Double check the connections 
between the tube and the antenna / load.  FIRST, though - double check 
the meter shunt for the PA current - open THERE will kill off PA 
current, and yes, D'OH! no output. Check the wiring to the tube socket, 
and the socket itself.  Something might have loosened when you changed 
the isolating fiberglass in the assembly.  One other thing - Can you get 
an RF output from the driver into the antenna or an external dummy 
load?  If so, - modulated or not, if you've got good RF INTO the stage 
or not will make a difference.  The low Driver IC is an indication that 
there may be a mismatch at the PA input - check for bent coils, open or 
shorted coils and caps... the usual suspects.
