to all that responded,, many thanks..

now for the update;;

I forgot to mention that I went through the complete antenna system from the tuning network in the transmitter through the atu (doghouse) to the antenna. everything was fine throughout.

now I changed the transformer with a spare one I had from dismantling a ROCKWELL 228E 5 KW.
I put the ac connections across the full input to each leg of the transformer (250v) though I have 210 volts across each A-B,, B-C,, C-A,, NEUTRAL GROUND.
that brought the high voltage down to just below 13.5 KW VOLTS. the arcing was diminished even tho it was still there. at that point I then took out the old fiberglass plate the tube sets in and replaced it with a spare one..?taaadaaa? ?no more arcing.

but with all the changing around of tubes, going through all circuits, I now have no plate voltage pa current or output(that's a duh).
I do have high voltage that is correct, DR IC is .25 amps which is low(should be .6 amps)?,, and the DR EC is 180 which is good. 
the switch mod card is good and the RF driver card is good.

WHAT HAVE I MISSED?????
