My guess is that the PDM transistor(s) has a short which in turn turns on the PDM tube. This will double the normal plate voltage. If you turn off the filaments to the PDM tube does it still happen?

Call Continental field service. If you have already and did not get a helpful answer please call again and ask to have someone from engineering contact you.
