Yes, what I meant to say was that with TZEDIT you can choose whatever days
of the year you want to make the change.  They even allow you to make it
change on Wednesday or any other day of the week, if that's how they do
things in that country.  I set up all of our computers last spring with
TZEDIT.  There is a catch to make it work -- your settings won't "stick" if
you just enter them and click "OK."
