[BC] ANY word from FCC abt DST change?

Double-check your Instrument of Authorization - I believe it 
specifies STANDARD TIME year-long.  Or is this the problem?

Here in Indy, the October sunrise is 7:00 am EST; November is 7:30 am.

DO NOT get me started on DST, though!  I can rant for HOURS on THAT topic!
