[BC] FCC and DST change

Exactly! As someone suggested to me in a private e-mail, they could just 
"extend" October's schedule by a few days... *or*, let stations like WFIF (with 
*zilch*) use what we have for April (now also March), in November.

The latter being the case, WFIF could sign-on at 6:45 at 500 watts, then go 
to full power at 7:45 for those days. Not ideal, but better than the *nothing* 
that exists right now!  >:P

Wed, Thur, Fri, and Sat of this week, the station cannot sign-on until 7:45. 
UGH!
