You're looking in the wrong place on Dell's website.

I always go in as a Small/Medium Business; Latitude, Vostro, and Precision 
laptops, Vostro, optiPlex, Precision, and XPS desktops are all available with 
XP. 

I've personally ordered three PowerEdge (not for PARI; for ME for resale) 
servers through the SMB side of the Dell house.
