Jerry is right. This is b.s. In American Samoa, we were getting pressure
to air the EAS tests in Samoan as well as English. Never mind the fact that
everyone speaks English as well. After resisting it for a while, I finally
said "ok, get me a translation done." Three different people came up the
three different versions of how the monthly test script should be done in
Samoan and none of them could agree on the translation. Screw it, I'm
sticking to English.

This may sound callous, but frankly, I don't care. If you want to live in
the US of A, then learn to speak the language. If you're an illegal alien, I
don't care if you hear the message or not.
All we need is some political activist group to bring this to everyone's
attention, and the next thing you know, we'll be having to send bilingual
EAS messages. EAS takes enough of my time as it is, I don't need more
requirements to deal with.
