Call these guys. Custom transformers are often cheaper than you think.

The 10:1 ratio makes it a custom transformer.Note that you
can have taps so you start with 60 Vac, bump it up to 600 V per
phase, then back down to 120 volts per phase.  All three legs
can be built on the same iron as  well.
