Agreed,   some manufacturers give you the DC resistance in their 
specifications  It would be nice if the dc resistance was specified on each reactor so you 
could check with a simple ohmmeter.    I never had a "Z" meter unit my last 
years when we got one of the new Sencore meters for checking capacitors and 
reactors.


If the shorted turns is not substantial  you still have some inductance  you 
may not be able to modulate as high but it will work. Usually the shorted 
turns continues to arc internally and goes to ground eventually.
