Methinks the FCC has either gone bonkers or doesn't know what a TV
looks like!<<

The rule does not specify TV sets.  It does specify "television
receiving equipment having an analog-only tuner."  The two devices named
in this NALF qualify.  The Samsung unit is a DVD recorder with a
built-in TV tuner, and the Sony contains a VCR.

It's a little bit like using an atomic bomb to swat a fly, but the rule
was clearly violated.
