[BC] How standard is THIS?

Yup.
I worked for a commercial radio group recently (in addition to my
continuing part-time employment in public radio). I was hired as DOE, as if
that meant anything. I had to get permission to buy batteries. We went
without a backup automation server for three months (four stations!!) or so
until my warnings of looming disaster were finally heeded by the DOE of the
group taking over via LMA. The DOE of the group which handed us over - and
after the period of time they had us - generously bought a new Omnia for
one of the stations being heavily promoted but which would go silent time
and again due to a failing processor.
In all fairness to the corporate groups wrangling over us, the problem lay
with local top management. When I resigned the impossible situation, two of
my friends there volunteered, "Good for you for getting out of this f*****g
place." I had never heard such language from those two before.
Incidentally, top management had recently earned an award from corporate as
tops in profitability. I learned how it had been done.
There are a great number of folks there doing successful 'real' radio. I
genuinely wish them the best, but I am staying in public radio where one's
best efforts are appreciated.
