Impossible, as each state in the so-called "upper Colorado River Basin" 
and each state in the so-called "Lower Colorado River Basin" has a right 
which is guaranteed by an act of Congress.

The worst case is all states (on a pro rata basis) would go to zero acre 
feet. The best case is all states (on a pro rata basis) get as much as 
they  can use (but no more).

Plus, the Mexican right is guaranteed by international treaties, and 
State always trumps Commerce.

The LV water district is simply doing what the City of LA did nearly 100 
years ago in the Owens River Valley.

Once all riperian rights have been bought, the district can do pretty 
much whatever it wants.

Game over!
