As a listener only, I think it would be better if all AM stations would
migrate to the TV channels 2 and 3, with FM and digital signals, like FM
IBOC.
With large guard bands and many channels across the 12 MHz no two stations
would need to use the same channel within 250 miles, it's not a waste of
spectrum it's clean long distance listening. (What will it be used for
after 2-2009?)
As it is, with me, I listen to PROGRAMMING from 50-60 miles away,
a 4.3 kW day and 390 Watts after sunset station station, every
other power pole on my drive to and from work has a leaky insulator
that wipes out the signal, closer stations with that PROGRAMMING
output less power and is not received that well.

Lastly, I think no government agency should mandate any technology
that is in any way patented without purchasing the patent first and
permitting free use. Broadcasting systems should not be designed by
sellers of their ideas.
HDTV is a fine example, every lightning stroke (very common in
Florida) within 50 miles causes a picture and sound loss, black or
freeze, it follows every flash seen through the window at night.
(The loses during windy rain storms is frequently monumental,
but I can change to the analog channel and finish watching,
until Feb. 2009.) (our Direct TV is not so inflected)
Analog 8VSB is not ready for prime time.
