[BC] Any alternatives to Field Meter?

 As a practical matter, no. The market for such instruments is just too small.

 As a technical curiosity, almost any ( non single chip thing ) receiver can have
 the AGC disabled, and that line measured.
 If calibrated against a standard, would work fine.
