Phil -

Being a State EAS Chair for the last umpteen years I fully understand
your plight.

A couple of thoughts -

> Chances are the RMT was transmitted by a human being at NWS
and we all know that humans (and a lot of their machines,  screw-up)

> Here in Washington State we have a remailer for dealing with this
type of issue.   All parties are subscribed.   When someone screws up
everyone jumps in (or on) and the pressure is on to get answers to
what happened and what is being done to prevent a recurrence.

> This is a great item for your SECC.  I assume you are a member
so that you can help resolve issues like this ?

> Our SECC has been together for 12 years now and includes
all 4 forecast offices that cover the state and the WCM from each
of those offices - Does yours?

> This is not a matter that the FCC, FEMA, the Governor or the
President or candidates etc etc are going to be able to resolve.

> The way you resolve these issues is by WORKING WITH
all the parties involved.
