Phil -
Being a State EAS Chair for the last umpteen years I fully understand
your plight.
A couple of thoughts -
> Chances are the RMT was transmitted by a human being at NWS
and we all know that humans (and a lot of their machines, screw-up)
> Here in Washington State we have a remailer for dealing with this
type of issue. All parties are subscribed. When someone screws up
everyone jumps in (or on) and the pressure is on to get answers to
what happened and what is being done to prevent a recurrence.

all 4 forecast offices that cover the state and the WCM from each
