For the life of me, I still fail to understand why the FCC doesn't use
occupied bandwidth as opposed to peak deviation to measure broadcast FM
modulation. Every other radio service does it that way!
This is SO FCC!!

..and, Lyle, the TFT 844A and 884 FM Modulation Monitors have a similar peak
weighting circuit, called "Peak Modulation Duration Differentiator", that Joe
Wu came up with back in the warring days with Eric.
